There is a level I have been trying for days and I can't get any waterproof clothes because most of them are not in the boutique they are in Queen's Choice what should I do

If the level is low or lack of clothes, it must be like that we can't get the clothes we want

like is it only me which my Carmen choice would NEVER give me the 4/5 star limited edition stuff? I have 2 previous accounts before this (like never linked at all) the earliest one 2019 has higher drop rates where as the 2nd one despite playing for 2 years NEVER EVER HAD ANY DROPS EXCEPT FOR THE SAME 3 STARTS DROPS! LIKE THE DROP RATE OF QUEEN CHOICE WAS SO SO MUCH HIGHER THAN CARMEN'S CHOICE!!! Did rosie nerfed the drop rate or SMTH?!!?!? like there are so many beautiful stuff I want but I can't get T-T
