Here you go. When I started this level I faced same problem. We are required to get this coat and the dress and few comfy item ( that you might already have them from other event's) . That dress and coat are locked. When you clear the master levels that unlock this item's, the item's in normal 13-9 will automatically show up.
So to clear this level you have to clear levels of master to unlock those items. You can check in botique to see untill which master level to unlock.
